The gang world is complex and intertwined, with gang leader Jin Dusong (played by Michael Biehn) successfully escaping from prison, putting the Hong Kong police on high alert. The situation becomes more complicated as Jin is executing a revenge plan, kidnapping and murdering the police's most wanted criminal, Duan Bianhu. His next target is Duan Bianhu's brother, Duan Bianbao. In this perilous world of gangs, a kind-hearted woman named You Jing becomes involved. You Jing is Duan Bianhu's girlfriend but never realized she was being used, and thus gets caught up in Jin Dusong's revenge plan. As Hong Kong is about to face a brewing storm of violence, the members of the "Dragon" Special Police Unit (played by Sammo Hung, Vanness Wu, Shawn Yue, Rain Lee, Zhu Junjie, and others) begin their thrilling operation.
