In the late Qing Dynasty, Wong Fei-hung (Jet Li), a martial arts master from Foshan, Guangdong, who served as the chief instructor of the Black Flag Navy and the general coach of the militia, often taught martial arts at the Treasure Flower Hall, hoping to strengthen the nation and save it. However, witnessing the government’s cowardice and the rampant tyranny of foreigners, he gradually realizes that relying solely on martial arts is insufficient to free the people from suffering, and he begins to seek other methods to save the country. Liang Kuan (Yuan Biao) meets Wong Fei-hung's love interest, Aunt Sh十三 (Guan Zhilin), at a theater, which leads to various misunderstandings between him and Wong Fei-hung. He ultimately becomes an enemy of Wong Fei-hung by joining the martial artist Yan Zhen-dong. Yan Zhen-dong collaborates with foreigners, promoting the idea that America is a land of gold, deceiving and abducting a large number of Chinese women, including Aunt Sh十三, onto foreign ships. At this moment, Liang Kuan wakes up to the truth, realizing that Wong Fei-hung is a friend, not an enemy.
