In order to track down transnational criminals, Russian intelligence agent Igor Klemnev (played by Vladimir Yepifantsev) arrives in Colombia, but the operation fails, resulting in the deaths of all his subordinates. This leads to Igor being heavily criticized, with no way to defend himself, ultimately resulting in his demotion. To redeem himself, he takes on the case of Russian oil tycoon Solkin, who is accused of tax evasion and attempting to overthrow the government.
