In 1898, during a severe drought in Shandong, countless refugees flooded into Shanghai seeking survival. Among the crowd, brothers Ma Yongzhen (played by Takeshi Kaneshiro) and Ma Daxiang (played by Yuan Hua) also arrived at this Eastern paradise under British control. The two brothers had no skills to rely on and had to start as dock workers. By chance, Ma Yongzhen meets the king of the Shanghai docks, Tan Si (played by Yuan Biao), and earns his admiration with his outstanding abilities. At that time, Tan Si is engaged in a series of bloody battles with Yang Shuang, supported by the police station.
