The waste produced by the chemical plant under the Huashi Corporation has polluted the nearby fishing ground. The fishing ground manager, Ah Xian (Ye De Xian), applied to the court for an injunction to prevent the factory from continuing its production. To resolve the issues, Huashi Corporation hired lawyer Ah Long (Jackie Chan) to handle the case and authorized him to acquire the fishing ground. Ah Long enlisted the help of his friends, Huang Fei Hong (Sammo Hung) and Ah Biao (Yuan Biao); one is highly skilled in martial arts, while the other, though quick, is not very bright. Ah Biao set up a listening device at the fishing ground, while Huang Fei Hong tried various ways to approach Ah Xian, persuading her to sell the fishing ground. Ah Xian also brought in her cousin, water quality expert Mei Ling (Yang Bao Ling), for assistance. Upon meeting Mei Ling, Ah Long was deeply attracted to her, and soon the two fell in love, while Huang Fei Hong and Ah Xian's relationship also grew stronger. Ah Biao accidentally leaked the true intentions of the three, which led to Ah Xian and Mei Ling being disappointed and subsequently cutting ties with Ah Long and Huang Fei Hong.
