Recently, panic has gripped major casinos in the city as a ruthless killer known as "Flying Centipede" has repeatedly appeared, leaving a trail of bodies in her wake and making it impossible for anyone to escape her grasp. The police have deployed a strong task force to investigate and capture Flying Centipede, but all efforts have ended in failure. In desperation, they have no choice but to send their top detective, Ouyang Long (played by Wu Gang). During the investigation, Ouyang Long accidentally discovers evidence of collusion between the police and the casinos. Finally, Ouyang Long tracks down Flying Centipede, whose real name is Elena (played by Zhai Ying). To Ouyang Long's surprise, Elena turns out to be his long-lost sister. As the siblings reunite, the police surround them, and in despair at the corruption within the police force, Ouyang Long decides to take down these corrupt officials with him.
