Han Xing (played by Jet Li) was originally a police officer in Hong Kong, but his family controls a large Chinese crime syndicate in the United States. One time, Han Xing lost his job and went to prison in Hong Kong to take the blame for his father. During his prison term, Han Xing suddenly learns of the death of his biological brother, and devastated, he successfully escapes to the United States to uncover the truth behind his brother's death. Everyone tells Han Xing that his brother's death was caused by a rival Black gang, but Han Xing has a feeling that there is more to the story, so he begins an investigation. During this time, Han Xing meets the beautiful girl Tracy (played by Aaliyah), who turns out to be the daughter of the rival gang's leader. Soon, Tracy's brother is also murdered, and not believing the people around them, Tracy and Han Xing team up to investigate. Ultimately, they discover that the truth is very cruel.
