Inspector Mike (played by Wang Minde) of the Flying Tigers is reassigned to the complex environment of the Red Fan District, where he becomes the leader of a group of unruly rookie cops. Among them, the particularly troublesome Lan Gui Dong (played by Huang Qiusheng) gives him the most headaches. This man had once helped his mob friend Roy (played by Zhang Yaoyang), who was wanted for murder, escape. When Mike first arrives, he has a hard time due to Lan Gui Dong's antics. Roy's right-hand man, Tu Ding Hua (played by Tan Yaowen), assumes power while the boss is on the run, becoming the number one enemy in the eyes of Mike and others. Mike develops real feelings for YoYo while surveilling Tu Ding Hua for evidence of his crimes. When the returning Roy learns that Mike has been with YoYo, he becomes furious and seeks revenge on Mike, but ends up being stabbed to death by Tu Ding Hua. Upon receiving news of his friend's death, Lan Gui Dong becomes enraged and storms into Tu Ding Hua's lair alone, transforming into a beast himself.
