Following the terrorist attacks on the World Trade Center and the Pentagon in 2001, Congress appointed attorney and renowned mediator Kenneth Feinberg (played by Michael Keaton) to lead the 9/11 Victim Compensation Fund. Feinberg and his firm's operations director Camille Biros (played by Amy Ryan) were tasked with allocating financial compensation to the victims of this tragedy, facing an impossible challenge: determining the value of a life to assist families who suffered immeasurable losses. When Feinberg clashes with community organizer Charles Wolf (played by Stanley Tucci), who lost his wife, his initial cynicism transforms into empathy as he begins to understand the true cost of this tragedy to humanity.
