The story takes place in 1950s England, where the war has caused significant damage to the city. Amidst the chaos, a woman named Vera (played by Imelda Staunton) struggles to maintain a peaceful and stable life with her husband and children. On the surface, Vera appears to be a cleaner, but a deep secret lies hidden in her heart. In her spare time, Vera assists women who become pregnant during wartime by providing illegal abortions in a surgical room arranged by her friend Lily (played by Ruth Sheen).
