Mainland undercover police officer Gong Wei (played by Jet Li) is unable to take care of his seriously ill wife or provide more attention to his understanding and skilled son, Gong Gu (played by Xie Miao), due to work commitments. When his wife and son urgently need him, Gong Wei, under orders from his superior, pretends to be a criminal and escapes with Hong Kong gang member Xiao Hei (played by Kuo Shou Liang) captured by the mainland, embarking on a mission to infiltrate the gang of Fu Guang (played by Yu Rong Guang) in Hong Kong. During a bomb deal, Gong Wei engages in a black market transaction, saving Hong Kong inspector Fang Yihua (played by Anita Mui) amidst the chaos and earning Fu Guang's trust with his exceptional skills. Fang Yihua goes to Beijing to investigate Gong Wei's identity, learns the truth, and after Gong's wife passes away, she helps Gong Gu travel to Hong Kong to find his father.
