In 1928, Japanese translator Itami Hidehiko (Nakagawa Toru) of the Puppet Manchukuo leaves his Chinese lover Ding Hui (Zhang Ziyi) to return to Japan. Years later, when he comes back to China and arrives in Shanghai, he has transformed into a high-ranking spy. At this time, Ding Hui has become a member of an underground anti-Japanese organization and is in love with its leader, Xie Ming (Feng Yuanzheng). When the anti-Japanese organization goes to the train station to pick up a hired assassin, Yamamoto, who has been sent to eliminate Japanese intelligence personnel, they mistakenly identify him as a low-level clerk, Situ (Liu Ye). In the chaos, Ding Hui accidentally kills Situ's girlfriend, Yiling (Li Bingbing), and Situ is captured by Itami Hidehiko.
Confused by a series of events, Situ is released and vows to avenge Yiling. Ding Hui and Itami Hidehiko reunite and become important pawns in a game between two opposing forces, while she herself suffers from inner torment for having killed an innocent person. During a ball at a Japanese club, Itami tells Ding Hui that both Yamamoto and Xie Ming are dead. Just as Ding Hui, shocked, is about to assassinate Itami, Situ bursts into the ballroom with a gun.
