The story begins in Germany in 1864, when 19-year-old Ludwig II (played by Helmut Berger) ascends to the throne, becoming the king of Bavaria. In reality, Ludwig is a man of great indecisiveness, completely unsuited to be the ruler of a nation. His fragile self-esteem and weak will often place him in a state of suffering, which intensifies after his beloved cousin Elizabeth (played by Romy Schneider) is married off to another country against her will. In fact, Ludwig had envisioned realizing his political ambitions, but around the second half of the 19th century, all his plans fell apart, surrounded by people with ulterior motives. To escape the burdensome affairs of state, Ludwig retreats into a castle and is ultimately considered mentally ill by his ministers, leading to his deposition.
