In a small mountain village in Northwest China, Qiu Ju (played by Gong Li) finds her husband Wan Qinglai (played by Liu Peiqi) unable to work in the fields after being injured in the groin during an argument with the village chief. He can only lie in bed all day, while the village chief remains indifferent. Angered, Qiu Ju tries to reason with the village chief, but he ignores her. To seek justice, she takes the village chief to the township government with a lawsuit. After some patient mediation by Officer Li of the township government, the village chief agrees to compensate Qiu Ju's family for their economic losses, but he throws the money on the ground and refuses to apologize. Although the village chief's actions are rude and unreasonable, most villagers believe the matter should end there, except for Qiu Ju, who is infuriated and vows to seek an explanation. Thus, she, heavily pregnant, travels to the county town with her sister to begin her long journey of complaints.
