In 1941, U.S. Navy intelligence agent Sommers (John Cusack) is assigned to Shanghai to investigate the assassination of his friend Connor. He navigates high society parties as a correspondent for a German newspaper. Using his relationship with the mistress of Nazi engineer Mrs. Müller, he eliminates suspicions and gathers intelligence. During a gambling game, he meets the wife of a gangster, Anna (Gong Li), whose mysterious communication with her subordinates piques his curiosity. After a failed attempt to follow her, he continues his inquiries. To investigate Connor's death, he secretly meets with Connor's informant. However, their meeting collapses due to the Japanese military's pursuit of underground party members. By chance, Sommers reunites with Anna and, through her introduction, meets Shanghai gangster leader Anthony Lan Ting (Chow Yun-fat) and Japanese intelligence officer Colonel Tanaka (Ken Watanabe). As he investigates, Sommers gradually discovers that Connor's death is connected to a mysterious Japanese woman (Rinko Kikuchi)...
