Jackal (Takeshi Kaneshiro), Cash (Chen Xiaochun), Titan (Wang Hexi) from the high-tech commercial espionage organization ATM in Hong Kong, along with their secret leader Sam (Cecilia Cheung), whom they've never met, receive an invitation from the head of the Hong Kong Police Intelligence Department, Stanley (Fang Zhongxin). It turns out Stanley is using evidence of their past crimes and freezing their accounts to coerce them into stealing a counterfeit pound note template for the police. The four enlist the help of the deaf and mute electronic expert Phoenix (Li Qihong), and after they obtain the template, they go to meet Stanley for the deal. However, instead of a meeting, they are ambushed with a bomb that kills Phoenix instantly. It turns out that Stanley has already resigned and the four are now wanted by the Hong Kong Police Intelligence Department and the government. To clear their names, the four are determined to find Stanley.
