In the 1930s, Shanghai. The notorious thief Bao De (played by Chunyu Shanshan) is known for his hatred of evil and has adopted a group of homeless orphans. One day, Bao De uses stolen counterfeit money to earn a fortune at a casino. Inspector Zhu (played by An Ruiyun) discovers this and orders the police to capture Bao De.
