In the 1930s, Shanghai. The notorious thief Bao De (played by Chunyu Shanshan) is known for his hatred of evil and has adopted a group of homeless orphans. One day, Bao De uses stolen counterfeit money to earn a fortune at a casino. Inspector Zhu (played by An Ruiyun) discovers this and orders the police to capture Bao De. In court, barrister Xia Bingyun (played by Zhou Lijing) defends Bao De, leading to his release. Later, Xia Bingyun becomes the chairman of the disaster relief committee, attempting to embezzle 2 million yuan in relief funds while framing Bao De, who is unjustly sentenced to 50 years in prison. Xia's accomplice Li San (played by Ji Chunhua) seizes the opportunity to deceive the orphans taken in by Bao De and trains them to become thieves. Fortunately, Bao De is helped by Xia's daughter Jia Hui (played by Ju Xue) to escape from prison. He rescues the deceived orphans while also obtaining incriminating evidence against Xia Bingyun.
