A murder case occurs in Chang'an during the Tang Dynasty, where the envoy of the Arab state, Salo, is killed in a brothel, leaving the scene in disarray. Detective Dee and Hong Yun are ordered to investigate, but unexpectedly fall into an ambush set by the real criminal. Hong Yun is brutally murdered by a Tiele person named Tian Sha, and as a tribute, the pupa of the Phantom Butterfly is seized by Tian Sha. Due to the unsuccessful investigation, Dee is dismissed and investigated by Wu Zetian. Years later, Wu Zetian, who has just claimed the throne, suddenly suffers from a strange poison and suspects foul play.
