As the New Year approaches, the Cultural Palace is preparing a grand New Year's Eve dinner. Ogur (played by Igor Ilyinsky) is the newly appointed director of the Cultural Palace. This serious man decides to re-evaluate all the performances planned for the dinner and to give a 40-minute academic speech on New Year's Eve. Everything at the dinner frustrates Ogur— the actresses' skirts are too short, the band's songs are overly flashy and superficial, and attendees even want to wear gaudy carnival masks to hide their faces. Ogur issues orders to rectify the program, but the young people certainly won’t just let themselves be manipulated; they decide to fight back in secret against Ogur.
