War has left the entire world in ruins. A homeless wanderer (played by Stephen Chow) walks along the road and encounters a poor orphan (played by Wang Wei) who is trying to steal. It turns out that the orphan is under the control of a ruthless bully (played by Mak Yin-ting), who will brutally beat him if he disobeys. The wanderer sympathizes with the orphan's plight and takes him in. Later, the wanderer meets a poor singer (played by Wang Xiuwen), and their group becomes three. There even arises a hint of romantic possibility between the wanderer and the singer. The bully learns that the wanderer has taken away his money-making tool, and he becomes furious. He not only kidnaps the orphan but also takes the singer. To rescue the two, the wanderer and his arch-nemesis, a drunkard (played by Wu Ma), venture into the den of the bully, hoping to bring the villain to justice.
