During the reign of Emperor Guangxu, China was in turmoil, facing both internal strife and external threat, standing on the brink of survival. Emperor Guangxu (played by Shu Shi) was in power, but was controlled by Empress Dowager Cixi (played by Tang Ruoqing), living like a puppet. Minister of Revenue Weng Tonghe taught Guangxu the interpretation of Confucian classics and instilled enlightenment ideas into him, awakening Guangxu's desire for reform; meanwhile, his favorite concubine, Zhenfei (played by Zhou Xuan), saved silver coins daily for military funds. The disastrous defeat in the First Sino-Japanese War led Weng Tonghe to resign and return home, where he recommended Kang Youwei to Guangxu before parting.
