The major crime unit's Fat Tong (played by Lin Xue) has a gambling addiction and owes money to loan shark Chen Yao-hung (played by Lam Ka-tung), who relentlessly chases him for repayment. In desperation, Fat Tong plots to steal the money stored in the police station, but even after taking the money, he is still unable to fill the debt pit and has to hide in a small motel from Ah Hung. PTU officer Ah Sen (played by Ren Dahua) learns about Fat Tong's theft and tries to protect and help his friend, but ultimately his abilities are limited. By chance, Fat Tong meets four fellow townsmen from Chaozhou next door, who recognize his skills as a professional racer. Unexpectedly, these four turn out to be violent criminals from the mainland, and they invite Fat Tong to join them. Conflicted by money and morality, Fat Tong hesitates.
