In this ever-changing world of power struggles, where human hearts are hard to predict, brothers turn against each other for profit, and the Jianghu is once again soaked in blood. International police officer Zhen and Hong Kong detective He Long have been pursuing the fugitive Taro Takeda, a gang member of the Yamaguchi-gumi. They learn that this group has gone to the Philippines, and Zhen collaborates with another Hong Kong detective, Sha Lang, to investigate. Ai Bo is righteous and values friendship, but after witnessing his wife's murder years ago, he has become somewhat volatile, often being reprimanded by his superiors for exceeding departmental boundaries in his relentless pursuit of justice. At the same time, Hong Kong fashion mogul Chen Xian Di arrives in the Philippines to organize a fashion exhibition and unintentionally encounters a confrontation with law enforcement. While Ai Bo and Zhen are tracking down the criminals, they are also responsible for ensuring Xian Di's safety. Ai Bo suggests they stay temporarily at his mother's home, but they are unexpectedly followed by Gao Peng and others. Consequently, Ai Bo's mother and son meet a tragic end, while Xian Di narrowly escapes. In the end, they discover the headquarters of the Yamaguchi-gumi, and along with Ai Bo, they launch a final assault.
