Gang member Lok Man Wah (played by Andy Lau) and his brother Lu Shengfeng (played by Yuen Biao) dominate Hong Kong, enjoying their prime. One day, while picking up goods at the dock, they are unexpectedly surrounded by police. Lok reveals his undercover identity and demands Lu to surrender, but Lu jumps into the sea, uncertain of his fate... A year later, having experienced reinstatement, injury, and promotion, Lok has adapted to life in the police force. However, during a bust, he unexpectedly encounters Lu's lover, Rong Rong (played by Christy Chung). Out of guilt and sympathy for her, Lok agrees to be by her side, causing a rift in his relationship with his girlfriend. Meanwhile, the seemingly unkillable Lu suddenly resurfaces, asking Lok for one last favor to secure his peaceful future. In a moment of hesitation, Lok gets entangled in Lu's criminal plan, struggling amidst Lu's revenge and the police’s pursuit…
