In the 1990s in Northeast China, Tie Tou (played by Jackie Chan) and the girl Xiu Xiu (played by Xu Jinglei) fall in love. Soon, Xiu Xiu, as a wartime orphan, returns to Japan and becomes unreachable. Worried about Xiu Xiu, Tie Tou sneaks into Japan, seeking refuge with fellow townsman A Jie (played by Daniel Wu) and lives a precarious life as an illegal worker among other Chinese immigrants. At this time, Xiu Xiu has changed her name to Keiko and married the Japanese gangster organization Sanhehui's underboss, Eguchi Toshinari (played by Masaya Kato).
