In the 1990s in Northeast China, Tie Tou (played by Jackie Chan) and the girl Xiu Xiu (played by Xu Jinglei) fall in love. Soon, Xiu Xiu, as a wartime orphan, returns to Japan and becomes unreachable. Worried about Xiu Xiu, Tie Tou sneaks into Japan, seeking refuge with fellow townsman A Jie (played by Daniel Wu) and lives a precarious life as an illegal worker among other Chinese immigrants.
