In the early years of the Republic of China, fragmented war raged on, leaving the common people in despair. Lu Xinzhi, who grew up in an orphanage, is exceptionally intelligent but became a famous thief in the jianghu to survive, drifting around with his sick brother Maomao, who is his capable assistant. One day, they broke into the abandoned Shen family mansion at night to steal treasures but were surrounded by armed men sent by Lord Shen. After a narrow escape, the two sought ways to get rid of the stolen treasures. However, their every move was already being observed by a general, and they were soon captured. The general valued Lu Xinzhi's skills and held Maomao hostage, forcing him to find the Saraman flower. Reluctantly, Xinzhi agreed. Unbeknownst to Lu Xinzhi, the Saraman flower was merely a decoy; the general wanted the Jiao Pearl guarded by the flower to cure his illness. Eager to save people, Lu Xinzhi set out on a perilous journey armed with the map given by the general, entering the waters where the merfolk lived, only to be knocked unconscious by the guards led by Yu Wen and falling into the river. Fortunately, he was rescued by a merfolk girl named Xiaoshui. With Xiaoshui's help, Lu Xinzhi followed the map into the Valley of Death to find the Saraman flower. After obtaining it and reporting back to Officer Jia, he learned that Jia's true intention was not to find the flower, but to seize the Jiao Pearl, a treasure of the merfolk, to cure the general. Lu Xinzhi then realized he had been used by Officer Jia and rushed back to aid the merfolk in protecting the Jiao Pearl.
