Blind swordsman Zatoichi (played by Shintaro Katsu) arrives in the town of Nannita in the Joetsu region during a festival, coinciding with the local gang's second-generation leader, Sojji (played by Junichiro Narita), preparing to take over. Sojji seizes the opportunity to invite various gang leaders to a flower event. During this time, Yagiri Tokujiro (played by Toshiro Abe) harbors hatred towards Zatoichi and puts a bounty of ten ryo on his life, but Sojji intervenes at a critical moment. Sojji has a feminine personality and is in love with the daughter of a former gangster, Torakuzō (played by Miwa Takada), who runs an inn, but Torakuzō intends to reclaim his territory in Nannita and secretly conspires with Tokujiro and the ronin Tachikawa Gajuro (played by Jutaro Kitajo) to create chaos in Nannita.
