The Hongxing Society's negotiations with rival gangs break down, leading to a violent conflict between the two sides. In the chaos, gang leader Li Kun is stabbed and dies from his injuries, resulting in turmoil within the organization. Li Wanhao (played by Chow Yun-fat), who has studied and settled in the United States, returns to Hong Kong with his wife and children to attend his father's funeral. Under the desperate pleas of the older members, he reluctantly takes on the role of leader. Although born into a gangster family, Wanhao has never participated in gang affairs and knows nothing about the rules and interests of the underworld, leading to a series of reform initiatives that provoke attacks and dissatisfaction from other gangs. Determined to return to the U.S., Wanhao nominates the seasoned and stable Xie Sheng (played by Chan Kwok-bong) as the new leader, which, however, displeases the younger faction leader Yang Gang (played by Cheung Yiu-yeung). With internal strife and external threats, the Hongxing Society is in a precarious transitional period…
