The Bund in Shanghai is a paradise for countless dream chasers... The young man Ma Yongzhen (played by Wu Yung-long), endowed with divine strength, comes to Shanghai from his hometown to make a living. He finds a hard job under the old gang Axe Gang, which controlled half of Shanghai at that time. However, due to a companion stealing opium from the Axe Gang, he and his friend Lao Tie (played by Sammo Hung), who lives in the same slum, save their co-worker when the Axe Gang strikes. In order to track down the stolen opium, Ma Yongzhen unknowingly befriends Long Qi (played by Andy On), the ruler of the other half of Shanghai. As he faces oppression from the Axe Gang, he and his companions have no choice but to join Long Qi. Despite his mother's teachings, Ma Yongzhen has no intention of joining Long Qi's gang, but Long Qi disregards this and becomes friends with him. Soon, the true owner of the opium—a Japanese man—seeks to intervene in Shanghai, using the conflict between the Axe Gang and Long Qi to put Long Qi and Lao Tie in jeopardy.
