In a small town in Virginia during the 1920s, miners, unhappy with their miserable conditions, go on strike. The strike is led by white miners, while Italian immigrants continue to work, and black miners are seen as scabs by the white miners. Joe, a pacifist labor leader, arrives in the town hoping to unite the workers and negotiate with the mine owners using peaceful, rational, and non-violent methods. He successfully brings together white and black miners, making them realize that unity is their strongest weapon, but ultimately he fails. His pacifist ideals cannot withstand reality, and he is struck by a bullet in an unavoidable gunfight.
