In the mid-Qing Dynasty, floods struck the Daqing River, and the magistrate of Shengfang County, Li Mancang, took the opportunity to engage in corruption, worsening the disaster. To investigate the people's situation, Emperor Qianlong, along with a princess and his personal bodyguards, disguised himself and journeyed through the territory of Sanzhou (now Bazhou), known as "Sheng Shui He Fang."
