In the mid-Qing Dynasty, floods struck the Daqing River, and the magistrate of Shengfang County, Li Mancang, took the opportunity to engage in corruption, worsening the disaster. To investigate the people's situation, Emperor Qianlong, along with a princess and his personal bodyguards, disguised himself and journeyed through the territory of Sanzhou (now Bazhou), known as "Sheng Shui He Fang." However, this news was intercepted by the anti-Qing Restoration Ming organization, the Tiandihui, and the Eastern Yi pirates who hated the Qing government's suppression policies. A shocking assassination plot was set in motion...
That night, when Qianlong and his party stayed at the Shengfang Hexiang Inn, they were attacked by Jiang Shicheng, a senior disciple of Xue Shuying and the leader of the Tiandihui. Out of old feelings and in an effort to reform him, Xue Shuying let Jiang Shicheng go. On the way back, Xue Shuying obtained the embezzlement ledger from Li Mancang, the magistrate of Wen'an County, from the "righteous thief" Lone Ranger, and learned that Yamamoto Taro had brought three hundred warriors to assassinate Qianlong.
Ignoring Xue Shuying's advice, Qianlong insisted on going to the yamen to punish Li Mancang severely. Unbeknownst to him, Li Mancang had colluded with Japanese pirates and laid a trap, waiting for Qianlong and his party to fall into it.
The son of the former Minister of Rites, Zuo Kuang, sought revenge for his father and followed the trail to assassinate Qianlong, but he was captured. However, he learned from Qianlong that his father had been killed by treacherous officials because he resisted the Japanese. Confused, Zuo Kuang unexpectedly met Lone Ranger. Persuaded by Lone Ranger, he became Qianlong's bodyguard.
Due to natural disasters and human calamities, some disaster victims from Henan and Shandong fled to Shengfang. Renowned doctor Wu Daochun used his family’s secret formula to help many victims for free, but Li Mancang, wanting to obtain the formula, forcibly shut down Wu Daochun's clinic on false charges and hired an assassin to kill the doctor and steal the formula. During the assassination, the assassin was encountered by Xue Shuying, who, to save the doctor, was ambushed and injured. Wu Daochun's daughter, Wu Chunzi, was grateful to Xue Shuying, and the two developed feelings for each other.
To strengthen his assassination attempt on Qianlong, Yamamoto Taro sought an alliance with the Tiandihui, but was firmly rejected by Jiang Shicheng. Consequently, Yamamoto Taro bribed the deputy leader Yang to direct Japanese warriors, who killed Jiang Shicheng’s wife, trying to frame Xue Shuying. Unexpectedly, Xue Shuying helped Jiang Shicheng see Yang's true colors.
To save himself, Yang smeared Jiang Shicheng as a traitor of the Tiandihui, issuing orders to "kill anyone who encounters Jiang Shicheng without question."
When Qianlong went to the yamen to punish Li Mancang, he fell into Yamamoto Taro's ambush. Fortunately, Xue Shuying had taken precautions, allowing Qianlong and his followers to escape.
After the assassination attempt on Qianlong failed, Yamamoto Taro was furious and sent his daughter Yamamoto Keiko and warriors such as Banben Longyi to search the city for Qianlong. The members of Tiandihui, deceived by Yang, also cooperated in the operation. A large-scale encirclement and slaughter began...
Following Xue Shuying's advice, Qianlong hid in an inn, no longer going out. When Banben Longyi and others caught wind of this news, they rushed over. The innkeeper's wife, having long since faded from the martial world, learned of the situation and bravely protected Qianlong’s escape, dying in battle.
Faced with a dire situation, Wu Chunzi volunteered to go to Bazhou to fetch reinforcements.
Meanwhile, Xue Shuying sought the help of his former rival Xiao Yiming, who had long retired in this area, but was rejected.
Xue Shuying's absence caused the princess great worry. Qianlong and the others, in their panic, fled to an abandoned temple, where Yamamoto Keiko and others soon followed. In the critical moment, Doctor Wu disguised himself as Qianlong to distract the pirates, but was killed in the process.
While fleeing, Qianlong encountered the Japanese pirates, and Zuo Kuang and Deputy General Wang were injured one after another. Lone Ranger and the now-enlightened Jiang Shicheng arrived, but their small number was overwhelmed by the enemy. While eliminating the Japanese pirates, Zuo Kuang and Deputy General Wang died in battle, and Jiang Shicheng was severely injured and killed by the pursuing Yang.
Once again, Qianlong faced a life-threatening crisis. Fortunately, Xue Shuying arrived in time, leading Qianlong and the princess to the Shengfang Martial Arts Association to seek help from Master Dong Taishi. The warriors of the Shengfang Martial Arts Association, understanding the greater good, vowed to protect Qianlong at all costs for the safety of the nation.
Yamamoto Taro and Yang led the remaining elite to surround the Shengfang Martial Arts Association.
After a fierce battle, just as Xue Shuying was about to fall under Yamamoto Taro's blade, Xiao Yiming appeared, and together with Xue Shuying, they eliminated Yamamoto Taro and his pirates.
To commend Xue Shuying for saving Qianlong three times and to honor the patriotism of the various martial arts associations in Shengfang, Qianlong issued a decree to establish the "Imperial Bodyguard" mansion; the Shengfang Martial Arts Association became a royal association, where civilian officials dismounted when encountering it, and military officials got off their horses, with Qianlong personally inscribing the names "Zhuan Qiun Association" and "Kua Gu Association."
