Kong Fansen is going to his place of appointment, Ali, which is a high-altitude area with sparse population. Kong Fansen's family hopes he can be transferred back to his hometown in Shandong. The beautiful scenery of Ali lifts Kong Fansen's spirits, and he also realizes his mission. Upon taking office, he discovers that there is a shortage of electricity and all comforts, and many officials want to transfer out.
