The story takes place in the UK in 2003, where Katherine (played by Keira Knightley) is a government communications translator for the British intelligence agency. One day, she receives an encrypted email revealing a conspiracy between the NSA and the British government to invade Iraq and launch a war. Katherine lives a stable life that everyone envies, with a substantial salary and unlimited prospects. This email leaves her in a dilemma over whether to ignore it or bravely come forward to expose it. In the end, her sense of justice triumphs over personal desires, and Katherine teams up with lawyer Ben (played by Ralph Fiennes) to publicize the email, which quickly stirs public outrage. Shortly thereafter, Katherine is charged with treason for violating the Official Secrets Act.
