The flood caused by the heavy rain has turned the town into a vast ocean, with the police urging every household to evacuate to safety. Armored truck driver Tom (Christian Slater) and Charlie arrive at the bank in the rain to withdraw three million dollars in cash as part of a branch closure. Soon, their armored vehicle becomes trapped in a collapse on a desolate road, prompting them to send a signal for help to the National Guard. However, the signal is intercepted by Jim (Morgan Freeman) and three others, who are already prepared. Jim and his crew violently rob them, resulting in Charlie's death while Tom manages to escape alone, with Jim hot on his trail. During his desperate flight, Tom encounters a woman named Karen, who is staying in town to protect the church's artworks, and finally gets the chance to call for help. The police detain Tom while they search for the cash he hid in a graveyard. As the flood arrives, it scatters the police, and with Karen's help, Tom gains his freedom.
