The film depicts the rise of the dictator Schickel (played by Charlie Chaplin) in the Tomannia Kingdom during World War I. His aggressive expansion leads to constant warfare and suffering for the people. Charlie, a Jewish barber (played by Charlie Chaplin), drafted into the army, finds it impossible to escape this oppressive regime. This film is Charlie Chaplin's first sound film, shot during the darkest days of Hitler's regime, and it is filled with sharp satire and vilification of him.
