Yamamoto (played by Takeshi Kitano), who has failed in gang conflicts, finds himself at a dead end and has no choice but to seek out his brother A-chan (played by Jō Odagiri) in Los Angeles, USA. In this unfamiliar city where communication is difficult, Yamamoto finds his brother, but he has become a drug dealer ignoring his responsibilities. Inevitably, they become embroiled in gang rivalries and power struggles. With his ruthless demeanor and calm decisiveness, along with his loyal subordinate Kato (played by Susumu Terajima) and African American Danny (played by Omar Epps), Yamamoto eradicates the Mexican drug cartel, continually expanding his territory, challenging other gangs, and persuading major gang leader Shirase (played by Masaya Kato) to join him willingly. However, the mafia has already set its sights on them, and a bloody and brutal fight is unavoidable.
