A new batch of interns, fresh from the police academy, has been assigned to the police station. Wang Lianguang's mentor is Yang Guoli, a neighborhood police officer with seven years of experience. Yang Guoli introduces the young Wang to the community committee, where the elder ladies enthusiastically explain the duties of a neighborhood officer, which are based on household registration management and primarily focused on public safety. That evening, Yang Guoli is on night duty when someone is bitten by a dog. It is reported that a black dog has been wildly attacking passersby—could it be rabid? Yang Guoli immediately reports to the station chief, who decisively decides to organize a team to quickly find the stray dog to prevent further attacks on the public. The police officers, armed with wooden sticks, search for the dog and eventually find it in an abandoned yard. They chase it into the street and beat it to death. One day is scheduled for household registration management training, and the duty officer calls Yang Guoli out of the meeting room to report that they have caught an outsider gambling in public. The gambler adamantly denies it. Yang Guoli asks him to play a hand in front of him; the gambler's tricks leave Yang Guoli dazzled. After observing closely, Yang Guoli calmly asks questions and cleverly exposes his lies, and the gambler eventually admits to being a habitual gambler. When it's Yang Guoli's turn to be on night duty again, he is exhausted after several nights of checking dog extermination work alongside his regular work. Another case arises in his jurisdiction: a young outsider is stalking a woman inappropriately, so he rushes to handle it.
