In order to compete for the development rights of the new Chinatown in Tokyo, Southeast Asian gangs and the Japanese gang organization, the Black Dragon Society, are in constant conflict. To avoid escalating tensions and to achieve mutual benefit, the president of the Southeast Asian Chamber of Commerce, Suchawi, invites the leader of the Black Dragon Society, Watanabe Masaru (played by Toshiro Mifune), to negotiate. The negotiation takes place in a Japanese teahouse surrounded by water, with only the two leaders present. Unexpectedly, not long after the negotiations begin, a scream echoes through the room. When everyone rushes in, they find Suchawi has been murdered by a broken screen glass, and lying beside him is Watanabe Masaru, covered in blood. This sudden turn of events spikes the animosity between the two sides again. In order to prove his innocence, Watanabe turns to detective Noda Ko (played by Shun Oguri), who brings in Qin Feng (played by Liu Haoran) and Tang Ren (played by Wang Baoqiang) to reveal the truth behind the murder case.
