James Dunn (played by Keenen Ivory Wayans) was once a sharpshooter in the U.S. Marine Corps. During the Gulf War, he killed a commander after refusing to shoot a child, which led to him being court-martialed and facing the death penalty. While awaiting execution, he accepted an offer from a man who claimed to be Colonel Grant Casey (played by Jon Voight), who promised to help him escape in exchange for joining an assassination organization codenamed "Black Sheep." After gaining his freedom, James's first mission is to assassinate a biotechnology-selling entrepreneur. However, during the operation, a mysterious person shoots the First Lady first, and James instantly becomes the scapegoat. Fortunately, a doctor named Victoria Constantini (played by Jill Hennessy) captured everything on camera.
