Carl (played by Cuba Gooding Jr.), a young African American, has always dreamed of becoming a member of the U.S. Navy. However, once he actually joins the Navy, Carl realizes that reality is far from his expectations. In a military environment rife with racial discrimination, Carl naturally becomes a target of hostility and exclusion. However, with his resilient personality, Carl does not back down or become discouraged. On the contrary, he proves through a hundred times more effort and outstanding performance that a person's success or failure is unrelated to skin color. Bill (played by Robert De Niro)'s presence strengthens Carl's resolve to join the submarine rescue team. Yet, this team, characterized by white supremacy, has never had a Black member. After nearly two years of relentless effort, Carl finally becomes part of the submarine training program. At the same time, the tension between him and Bill undergoes a qualitative change due to an unfortunate accident.
