In the thirteenth year of the Tang Dynasty, various organizations opposing the corrupt officials and tyrannical rulers emerged among the people, with the "Flying Dagger Sect," which claimed to "kill the rich to help the poor and overthrow the court," being the most powerful. The headquarters of the Flying Dagger Sect was located in Feng Tian County, near the capital Chang'an. To ensure the safety of Chang'an, the court ordered the Feng Tian County government to eradicate all members of the Flying Dagger Sect. In Feng Tian County, the two chief captains, Captain Liu (Andy Lau) and Captain Jin (Takeshi Kaneshiro), received orders to apprehend the new leader of the Flying Dagger Sect within a specified time. Suspecting that the dancer Xiao Mei (Zhang Ziyi) from the Mudan Brothel was the daughter of the former leader of the Flying Dagger Sect, Captain Liu devised a plan to capture her and imprison her in the dungeon. He later set up another trap to have Captain Jin disguise himself as a righteous man to rescue her, intending to gain her trust and uncover the hideout of the Flying Dagger Sect. However, what he did not know was that he would also become entangled with them on a personal level besides dealing with them in his official duties.
