Samuel Byck (played by Sean Penn) is a furniture salesman in his forties who despises deceit, which has led to a rift with his brother; however, his job requires him to learn to lie. In his personal life, he has been separated from his wife for a long time and has only one chance each week to see his three children. Samuel Byck has a black friend, Bonny Simmons (played by Don Cheadle), who is a mechanic. Samuel has always wanted to partner with him to start a small tire repair business, and President Nixon's promise of a small industrial loan program ignites a glimmer of hope for their future. After Samuel submits an application to the government, he faces a long wait of over two months during which his wife officially files for divorce, and he loses his job, leading to an increasingly grim situation. The loan falling through shatters his last hope. Samuel steals Bonny's gun and plans to hijack a passenger plane to crash into the White House, aiming to die with Nixon and draw the world's attention to his existence in this desperate manner.
