After the American newspaper tycoon Kane (Orson Welles) dies in his mansion, leaving the words "Rosebud" as his last words, a young journalist is commissioned by the media to investigate the meaning of these four words. He visits Kane's former colleagues and friends, learning from the newspaper chairman Bernstein about Kane's rise to fame and how he manipulated public opinion to involve America in the war of 1897. From Leland's account, he also discovers Kane's marriage to President's niece Emily, his complicated relationship with his second wife (the singer) Susan, and his failures in presidential campaigns, among other things. After hearing numerous accounts, the journalist then goes to the library to review detailed information about Kane, gaining insight into another side of him, including his youthful experiences and relationship with his mother; however, he still cannot uncover the meaning of "Rosebud."
