The film tells the story set during the Ming Dynasty, where the director of the Eastern Depot, Gao Dehai, and the commander of the Jinyiwei, Yan Lie, lead a fleet secretly to the East Sea. In the midst of facing stormy dangers and attacks from a dragon, they are fortunate to be rescued by the mermaid, Xiyin. By chance, they accidentally reach the dreamlike Penglai Island.
