The film tells the story of a shepherd boy who witnesses a murder and is subsequently pushed off a cliff. A civilian is shot dead in the street during a solitary protest, his body bleeding and ignored. The honest police chief, Ponnavia, has long lost faith in the justice of the law. Unable to hire a hitman, he takes matters into his own hands and eliminates the real mastermind behind the evil—an ostensibly legitimate real estate contractor, Romanov. After confessing, he is killed by a bribed inmate in prison.
