Cagliostro, a small country in Europe with a population of only 3,500, is the source of the world's most realistic counterfeit money—the "Goat Bills." Even the notorious thief Lupin III was nearly deceived by its authenticity. Lupin and his companions arrive here and happen to meet a beautiful girl named Clarisse, who is being chased by a gang of thugs. Lupin intervenes to save her but realizes something from a ring left behind by the girl. It turns out that many years ago, Lupin came here in search of the Goat Bills and met a young Clarisse and her father, the Duke. Now, everything has changed; a fire seven years ago destroyed the Duke's castle, and Clarisse's parents perished in the flames. Alone and vulnerable, Clarisse is pressured by the Regent Count Cagliostro to marry him. Lupin decides to rescue the girl from the Count while uncovering the secrets about the treasure hidden behind the ring...
