In 2035, Japan's economy is in decline, with a sharp decrease in population and an aging society pushing the country to the brink of collapse. Most towns and citizens have been abandoned by the state, except for a few cities. Meanwhile, a crime organization known as the Dark Crusade dominates the nation, leaving the corporatized police departments ineffective. To combat the increasingly severe crime, a civil organization called the Hero Association is established, led by Captain Silver (played by Hiroshi Kanemoto), with a hundred warriors from the Kage 8 Battle Team engaging in ongoing battles against evil forces. A struggling young man, Makoto Yokofune (played by Yu Yokoyama), unexpectedly joins the Hero Association while being pursued by creditors.
