In 1997, a mentally challenged man, Lee Dong-ju (played by Ryu Seung-ryong), with the IQ of a 6-year-old, struggles to provide for his beloved daughter, Yi-seung (played by Geum-soon), in their simple yet happy life. One day, while obsessively trying to buy a Sailor Moon backpack for his daughter, Dong-ju accidentally becomes involved in a case of child abduction and murder, with the victim being the police chief's daughter. Dong-ju, innocent and unaware, is thrown into prison. In cell number 7, he is surrounded by a group of "social scum," including smuggler Su Yang-ho (played by Woo Da-choon), con artist Choi Chun-ho (played by Park Won-sang), adulterer Gang Wan-bum (played by Kim Jung-tae), extortionist Old Xu (played by Kim Ki-chan), and robber Shin Bong-jik (played by Jeong Man-sik). Dong-ju's childlike purity gradually touches these "big bad guys," who even take the risk of bringing Yi-seung into the cell to meet her father. In the dark, cold prison, cell number 7 is full of sunshine...
