Samad is a police officer in a narcotics task force, on the hunt for drug lord Naser Hakzadeh. After several confrontations, although Naser seemingly commits suicide, Samad tracks him down at his residence. Following a series of legal proceedings, Naser is sentenced to death. Throughout this process, Samad begins to realize that Naser chose this path as a way to resist the pressures of living in a crumbling social order. Promoted to the head of the police station, Samad submits his resignation: he starts to believe that years of arrests and executions have done nothing to solve the drug problem, and the resulting violence has only increased the number of addicts from 1 million to 6.5 million.
