In the 45th year of the Meiji era, New Japan entered an era of rapid development. The businessman Eiji Watarase (played by Katsu Shintaro) invites the onmyoji Yoshiaki Hirai (played by Hiraoka Kanjiro) and the physicist Torahiko Terada (played by Terada Noboru) to calm the vengeful spirit of Taira no Masakado, who was killed in a rebellion, and to utilize this spiritual power in the "Tokyo Reconstruction Plan," in an attempt to establish a fully armed military capital. However, the mysterious demon Yasunari (played by Shimada Kyusaku) disrupts Watarase's plans; he seeks to awaken the vengeful spirit of Masakado to destroy Tokyo. To achieve his goal, Kato finds the descendant of Masakado—a beautiful girl named Yukari Tachimiya (played by Suhara Sayaka) to act as a medium. Dark winds blow, and clouds of sorrow gather as Tokyo faces a dire crisis. To protect the imperial capital, everyone from military personnel and politicians to writers and literary figures springs into action… The film is adapted from the 1st to 4th volumes of the original novel by Hiroshi Aramata.
